The British Gas Millennium Party took place in the grounds of the National Maritime Museum in Greenwich overlooked by the Royal Observatory Greenwich on the hill. This is the where the zero meridean line is set for the world, and as such it is where all time is offset from. The laser that can be seen, is showing the exact position of this line.

This was decided to be the perfect place to enjoy the start of the year 2000.
